I have so far not needed to use this (so far). If i were to add to it, does it put the name or the account on ignore?

AFAIK it acts the same way as if you add a name to the "Friends" list - in that it acts globally. I believe that it will "ignore" the whole account of the player you ignored (just as if you add someone as a Friend you'll see them online whatever character they are on as, although you only see the name that you put into the friends list).

Do note that this won't prevent trade or group invites from the person on your ignore list - well, it used to never block those. ANet might have fixed it so it does ignore them, but it didn't used to.

Does this block you from seeing their comments in general chat? Or does it just block PM's from the person? Last time I used this iirc I could still see them talking in general chat...
